I deleted all of the apps and themes, but it didn't fix the problem. Anyone know why it's happening?

After jail braking my iPhone 4S today and downloading a few apps and themes from Cydia, I've come across this problem:
I deleted all of the apps and themes, but it didn't fix the problem. Anyone know why it's happening?

Try turning off mobile substrates in sbsettings to narrow it down to which tweak is causing the problem.
