Using partition manager to resize Mac partition

I had an external USB drive with two partitions. I tried to resize them with my Mac disk utility but it didn't. Then I tried my pre installed partition manager and it did it like a butter bite.

I thought it would have been done by disk utility. I want to know other tasks which users tried with disk utility but failed.
