TV Problem

iPod touch:iPod touch 4G, iPod touch 2G

My mom has a Insignia 19inch HDTV that she uses as her computer monitor and regular TV. Recently she's said it takes a long time for the picture to come up when she turns it on, and now nothing comes on. When I press the power button the indicator light turns blue which means it's on, but there's no picture, it just stays black. After that I can't turn it off unless I unplug the power cable. Can anyone help me with this? The TV is only about 3 years old, it's stayed on her desk the whole time, it doesn't have any damage or anything.

Make sure the cable to the monitor and PC is connected well

after a while it started working again. I don't want to turn it off and back on though. So, now that I know it does still work. Any ideas on how to make it so it turns on instantly like it should?

turns out my mom had an extended warranty on it so she's gonna take it to best buy and get it replaced. I just put in back in the box and she kept everything, even the little plastic bags the screws came in. Best buy is gonna be like awuttafuq?
