From the development point of view there was nothing worse. It was a resource hog too, meaning that all the extra work produced mediocre results compared to half the work on XP.

I do everything on Vista. Windows 7 is almost exactly like it except a themeover.

It's drastically remoddelled behind the scenes to remove the masses of bloating from Vista. In Vista you need approximately double the RAM of a game in 7 to play at the same quality. Here's an example from a rather basic game:
